UGC-PRC COMMITTE INTERACTIVE SESSION was held in Bangalore on 25th and 26th June. INDIAN ACADEMIC LIBRARY ASSOCIATION represented the Librarians' group. following points were discussed at length. the committee was fully convinced of our demands and assured us that these demands are genuine and the committee will do its best in including them in their recommendations.

However a complete document was also submitted for the detailed information to the committee.

SUGGESTIONS FROM UNIVERSITY LIBRARIANS AND COLLEGE LIBRARIANS

· Pray for clear cut parity with that of the Teachers in respect of qualification, pay scale, status, Age of Retirement and promotional opportunities.

· New scales implementation order of UGC should be in one go, which should include the Librarians and Physical Directors.

· In the 5th Pay Commission implementation the Librarians were treated as "Non vacational Academic Staff". This created lot of confusion and misinterpretation at the State level while implementing the recommendations. Hence request for treating the Librarians as "Teachers – Non-vacational" .

· Just because of the clerical error in drafting the document Librarians and Physical Directors were left out in CAS coverage, which deprived these groups the promotional avenues for one decade.

· Qualifications at Entry point for Asst Librarians par with Teachers NET/SET should be made compulsory.

· Ph.D should be made compulsory for Deputy Librarians and University Librarians as in case of Readers and Professors.

· CAS shall be on par with Teachers.

· Librarians shall be re-employed as Professor Emeritus in the Library and Information Science Departments.

· University Library is a Laboratory for the Department of Library and Information Science, as like Medical profession Librarians be allowed to teach in the Departments and to guide PhD students.

· University Library should be considered as one of the Teaching Departments on the University campus

· In the appointment of University Librarians the Selection Committee should consist University Librarians of other Universities and for the other positions of the University Library the University Librarians should be one of the members as against the current practice of nominating Teachers for selection of Librarians.

· Mobility of staff between University Library and Department of Library Science should be made possible. The Library experience should be counted as Teaching experience for recruiting for the post of Teachers in Library Science and similarly the Teachers be appointed to the University Library.

· To attract experienced and qualified staff from central institutes, past service should be counted and their pay be protected.

· Re-designation of the Library staff –

o Assistant Librarian/Assistant Professor or Lecturer.

o Deputy Librarian/Associate Professor or Reader.

o University Librarian/Professor

o Deputy Librarians should be promoted as Additional Librarian/Professor .

· Running scale shall be extended to the University Librarians as they reach maximum in their scales early.

FOR COLLEGE LIBRARIANS



· Parity with Teachers in all respect is requested

· Entry level recruitment of College Librarians NET/SET must be made compulsory.

· College Librarians should be re-designated as:

o Librarian/Lecturer

o Librarian (SS)/Senior Lecturer.

o Librarian (SG)/Selection Grade Lecturer.

· College Librarians should be included in the seniority list of the college teachers.

· Information Literacy should be introduced as a compulsory subject in colleges as done in case of introducing Constitution of India, and Environment papers at the UG level.

Internet access at SKN College of Agriculture
The Internet has become one of the most
effective electronic media for selection,
collection, storage, management and dissemination
of information in the gamut
of knowledge. It can be useful for social,
economic, scientific, industrial, academic
and research development of any organization
or country. No doubt, it is one of
the important services of the information
storage and retrieval process, which has
reached millions of people. Both the scientific
and the non-scientific communities
make use of this knowledge to a
large extent in their socio-economic, research
and academic developments. In
India, almost all the academic institutions
use Internet. The Internet CDROM unit
of this college was established in 2004
with the objective to impart Internet as
education among the scientific community
and make them aware of the extent
and use of the Internet, motivate learning
habits of Internet access, impart training
for proper use of e-resources like databases,
on-line journals and audiovisual
education. The users are now able to deal
with new concepts of Internet technology
along with latest trends of e-resources.
Data representing scientific users have
been tabulated (Table 1) for the analysis
and interpretation. The
study also showed that there is gradual
increase in the use of Internet during
2004–07. In 2004–05 only 15% of
the users were conversant with the use of
Internet, which has increased to 33% and
52% in 2005–06 and 2006–07 respectively.
The study shows that the users of this
college are now using e-resources on-line
journals, databases and other audiovisual
devices for information access.

Since it services has wide spectrum of coverage to make success to
all walks of professionals in India even rural community
with the advancement of technology librarians are also becoming
technocrats in information handling ,Now information has become
power of social ,economic and scientific systems
Librarians play a drastic role in every walks of these systems and
for society ,they are entrepreneurs Technocrats ,Scientists,
planners ,social reformer ,teacher ,manager and they are directly
linked with people of democratic society they are real democratic
servants in upliftments of needy society, institutions corporate
sectors ,industries etc
So it is my humble request to all dear library professionals and
associations to please raise your hands and unite together to make
this subjects as one the basic subjects in all competitive exams
like IAS /Other state public service commission exams of class one
posts .Further there must be separate library professionals exams

set up to make this at high skilled profession in India so that its
status being restored and well recognized in the gamut of other
professionals like doctors ,IAS ,IITians ,scientists class one posts
etc it is very interesting to note that chief information officer is
an IAS BUT WHERE WE ARE WE ARE THE MANAGERS OF INFOMATION SO
INFORAMTION OFFICER FOR RTI MUST BE LIBRARY ORIENTED
Librarians are real managers of society or public servants they are
born for public help and can bring drastic social .economic change
in the society if they have given sufficient power of attorney to
make this society towards new era this is only possible when this
subject being recognized in all competitive exams so wake up and
unite to make this profession at par with others
