UGC appointed a Cadre Review Committee to streamline the designations to bring in uniformity in the Central Universities and Deemed Universities.
Myself and Dr. S.S. Murthy former Director, DESIDOC were members alongwith Additional Secretary, UGC, a Memeber from DOPT, and also from MHRD, Government of India..
Some of the Committees recommendations briefly include the following:
1 .To treat the Information Scientists on par with Asst. Librarians for promotion to the Deputy Librarians and merging it as Asst.. Librarian eventually with LIS qualifications with specialization of IT.
2. Merging the designation of Documentation Officer with that of Asst. Librarians.
3. A uniform structure was suggested with merging (grouping) many different designations:
4. Asst. Librarian level will have specializations for recruitment and promotion to head the sections.
5. Different qualifications with length of experience in the lower grade for open recruitment and internal promotion with percentage of posts.
6. CAS on par with faculty
7. Recommended for new designations and revised pay scales (below the Asst. Librarian) for consideration etc.
8. Another recommendation was mobility of professionals between practicing Librarians and Teachers in the LIS departments (Asst. Librarians and above). This automatically brings in uniformity of pay scales and promotion policies etc. The years of experience gained by working in the library or teaching in the department will be treated as equal.
The matter is pending in UGC for longtime. The ILA may takeup the issue with UGC to get it cleared.
This report was discussed among the Librarians of Central Universities at a one day meeting at University of Hyderabad. The report was also presented by me using ppt. at the meeting of the Vice-Chancellors of Central Universities presided over by the Chairman, UGC again at the University of Hyderabad. All this happened in the year 2004 for implementation.

May I submit my view in context to the subject’s
Library and information science
No doubt this subject has ruled almost all parts of the management aspects of all subjects and it plays vital role in bringing real information requirement to all administrative officers scientist ,managers ,politician ,bureaucrats social information needs of India
Since it services has wide spectrum of coverage to make success to all walks of professionals in India even rural community
with the advancement of technology librarians are also becoming technocrats in information handling Now information has become power of social system
Librarians play a drastic role in every walks of systems and society they are entrepreneurs Technocrats ,Scientists, planners ,social reformer ,teacher ,manager and they are directly linked with people of democratic society they are real democratic servants in upliftments of needy society, institutions corporate sectors ,industries etc
So it is my humble request to all dear library professionals and associations to please raise your hands and unite together to make this subjects as one the basic subjects in all competitive exams like IAS /Other state public service commission exams of class one posts .Further there must be separate library professionals exams being conducted by national library council or Indian council of library research ICLR or library scientist recruitments boards to make this at high skilled profession so that its status being recognized in the gamut of other of professionals like doctors ,IAS ,scientists class one posts etc
Librarians are real managers of society or public servants they are born for public help and can bring drastic social change in the society if they have given sufficient power of attorney to make this society towards new era this is only possible when this subject being recognized in all competitive exams
